Halo CE Modding: Custom Devices Part 1 | GBX Model, Collision Geometry, And Animation Creation
This is for creating and compiling the raw data files used to create the actual "device_machine" tag. If you are creating an elevator, you probably just need to use one bone in your armature and name it whatever you'd like. Just remember to create your collision geometry following the rules I laid out during that part of the video.
