How to obtain the items for the Green Bell:
Perfect Butter: This is easy since you get a free cow at the beginning of the game. If it has 5 or more hearts, you have a good chance of getting Perfect Milk from her. Once you do, buy a Butter Maker from the General Store in Garmon Mine District and just put the butter inside. You can also buy Perfect Butter from the Animal Festival in Spring.
Good Cornmeal: Ship 30,000G worth of crops to get Marimba Farm to level 2. Once you do, buy corn seeds in the summer and fertilizer (decent will do). Plant about ten of them until you get a Good Corn. Take it to the Waterwheel in Flute Fields (the right of the bridge) and put it inside of the bucket to receive Good Cornmeal.
Hibiscus: After you chime the Blue Bell, buy a boat ticket from Ozzie and go to Toucan Island and meet Selena and her parents. Return to Harmonica Town, buy another boat ticket, and go into the Brass Bar when it opens. Take Selena's letter back to her parents on Toucan Island and get a Hibiscus for free.

When you've obtained all of the items, give them to the Wizard to bring back the Witch. When the event ends, go back inside of her house and get the Green Bell back from her. Take the bell back to it's pedestal on the second floor of the Windmill on Horn Ranch.
