To trigger: After Rosetta's store "Materia" has opened (around Spring 14-16 automatically) enter the Inn to get this scene. You won't be able to interact with Uzuki until about 2-3 days later though. To see her again after this scene, wait a couple of days and then go in front of the Inn at about 9am to catch her doing spear training. She will properly introduce herself then.
