Use this file:
http://ps23dformat.wikispaces.com/file/view/FILELIST.BIN
And replace your existing filelist.bin, with this one.
Then start a new game, and this level will load instead of the opening cutscene/first level.
This is for the NTSC version. If you want to do this on the PAL version, please send me your FILELIST.BIN (it is really small). I will soon make an open source quickbms script that will allow you to pick what level you want to load/switch from. The file names in FILELIST.BIN are encrypted, but you can use the eurocom script on this page to see them:

This level is called "MODEL.EDB", and apparently contains many stationary NPC model. It's purpose was for developers to see the different characters models all at once instead of having to progress through the levels normally. There is no sky, and you can walk through the models. There is a small walkway through a cave but it leads to an endless abyss.
