High voltage on my PC's case and on my CRT monitor

The last 2 years I touched my PC's case and I felt a pinching. I realized that............high voltage was coming from my PC's case. Later I discovered the same on the CRT monitor's glass. To make sure it wasn't my idea, I used a neon light. The light was glowing.
I'm not sure if this is dangerous, I'm not sure if other PC's have this issue. I would like someone comment me and tell me if there is a danger of serious electrocution.
