To complete this challenge, you need to trigger an evacuation, and then assassinate both Viktor Novikov and Dalia Margolis with an explosive while they are in their safe room. It is recommended to have level 20 mastery before starting this challenge so you can spawn with an ICA Remote Explosive.

If you spawned with an ICA Remote Explosive, then skip this step. Otherwise, head to the southern part of the attic on the top floor. On the table next to the security monitors, you'll find a Remote Explosive.
Head to the security area in the south-eastern part of the basement. On the eastern wall, there should be a table with a set of notes called "Evacuation Plan". Read it.
Pacify Novikov's personal bodyguard (who follows him around), and he should drop a phone. Pick up the phone, and call in the "Code 17" evacuation. One possible location of taking him out unnoticed is next to the toilet on the north-western part of the ground floor. Novikov should pass this toilet on his regular route, and generally no-one is watching this narrow hallway. In addition, flooding the sinks in the toilets will automatically cause him to go inside to investigate when he passes by. Flooding does not trigger non-guards, so only he will be pulled in.
Novikov and Margolis will be escorted to the south-easternmost room on the second floor. Wait for both of them to arrive. If you like, you can now place the explosive on the ground just in front of the desk in the center of the room.
Once they are there, throw the remote explosive between the two of them and detonate it, killing them.
