It's amazing how much time can be shaved off this level by manipulating lazy programming. You're supposed to get a SWAT suit much later in the level, which triggers the actions of the NPCs. But if you get in the suit right away, it skips all of the cut scenes and goes straight to the final event of the level. You won't have to disable the bomb or even get on the boat.
