I did not expect him to go for that because the guard alert dialogue can put him back into panic as soon as lockdown ends. I suspect that the fire alarm + the bullet to the oil can puts the tunnel guards into alert. Their continued dialogue keeps the target's guards alerted. And that is what makes the gunrunner investigate the coin instead of ordering someone else to. An explosive lockdown in garage does not have the same effect because the guards in the basement do not hear it. Yes. I tried a few times. And I'm truly sorry. Really.
