How many arms does spy have? We know for sure it is at least 4. 2 for killin' 1 for cloakin' and the other for seduction!
Honestly tho it is simply a bug with the render made for reloading (and some weapons like sapper and sharp dresser) with the ability for spy to also have a cloak. They could fix the glitch by not allowing cloak use during a reload, but I think at this point in the game making a change would annoy more people than it would please.
