tldr steps below



1. Either make an Icon folder in your Interface folder, or download the entire pack of upscaled icons here:
https://www.wowinterface.com/downloads/info25064-CleanIcons-MechagnomeEdition
2. Download GIMP, an image editing program
3. Find the icon you wish to edit by searching for the spell name on Wowhead and searching for that in the folder.
4. Open the icon in gimp and use the Hue Saturation Master selection to transform the entire color palette to whatever you like.
5. Export the image, close the game entirely, and relaunch.

Just be cautious of file type, because WoW will only read certain ones, and you may need different programs to edit different ones as well.
