Although im not totally against the idea of I think you could do something like vegas V triggers/skills whatever they were called in SFV for being a unique EX move that doesnt feel homogenized and would make him feel special still.. I think there is probably a bit more fun way to add a spin on him. And to really highlight that idea of vega jumping off the wall, claw dive annoying shit. Because again if I was making a SF game, I dont hate vega.. Yes maybe vega is "dumb" from a certain perspective that you think he can keep wall diving you to death, but I dont actually necessarily hate that as every character needs different lets say winning conditions and that is healthy for a game.. Now perhaps maybe it irks you that something so "simple" might be effective but I dont think that is necessarily bad for a game, and if I was making a SF I would expect you there to be times that yea vega wall dives the shit out of you, and if you cant reversal well youre hurt...
However just this is a bit circumvented since say if it was a newer game of course you sorta have a "bigger" life bar since combos of course would inevitably be bigger, I would want to give vega more ways to jump on the wall and to do more fun stuff from it to be annoying and flying all over the place. I also wouldnt mind buffing the claw a bit to start the match especially when you think that its more likely he could lose it in the first place. So lets say you could do something like if we were to think of say something classic like vegas flip kick juggle into itself.. well maybe with the claw he has a version where he spins around for another hit with his claw that lifts you up and lets you juggle with not just a flip kick but a normal as well... Also thinking of old school games you have characters that have grabs/holds that are untechable.. I would have that in my game.. So give vega a grab/hold throw but only if he has the claw, now maybe he flips over you slashes you, so you lose corner pressure but you get more damage and can link something off it.. maybe if you have ex bar you can then link into a better combo...
Anyway point is, its reasonable to assume vega would still not be as combo friendly in a more modern fighting game lets say, so because of that hes a good example of lets play off his spazzyness lets say and lets strengthen that while making it harder to discourage when he has meter since he can call you out for it himself.
