I did a benchmark test in GTA 5 with Zotac Nvidia GTX 960 AMP Edition. Average FPS is above 60. Try those settings for better performance and 60 fps.

Settings:

Most important-- Ignore Suggested Limits : ON
FXAA: ON
MSAA: OFF
VSync : OFF

Texture Quality : Very High
Shader Quality : Very High
Shadow Quality : Very High
Reflection Quality : Very High
Reflection MSAA : OFF
Water Quality : Very High
Particles Quality : Very High
Grass Quality : ULTRA !!
Soft Shadows : Softer
Post Fx : Very High
Anisotropic Filtering : X16
Ambient Occlusion : High
Tessellation : High

You can experiment with 'Advanced Graphics' for better quality bu, here I kept the settings default.

My Rig :
Intel i5 4440 3.1 GHz
8GB RAM
Nvidia GTX 960 2GB

I used Nvidia Shadow Play to record This video.
