Praydog has produced an excellent series of mods for the modern Resident Evil Games with his REFramework PC Mod - which, among another features, give you access to a free-roaming non-tethered flying free-cam mode, which can be used to capture amazing screen-shots, gameplay, or just explore the beautiful Resident Evil environments.
You access REFramework's main menu by pressing INS and then you'll want to set up key bindings to turn the freecam on & off (I use DEL), up and down, and the speed of the camera.
