This tutorial explains how to enable offline mode on your server, which is required for server types such as BungeeCord.

This also allows cracked clients to join the server, and although we don't condone cracked clients, this configuration is necessary for certain server configurations.

WARNING #1: This will allow players to login with any username. This means players can login as an op as there will be no authentication to check that the player actually owns the username. You will either need to install an authentication plugin such as FastLogin or if you're using BungeeCord, an IP whitelisting plugin like IPWhitelist to prevent unauthorised players from joining as any username.

WARNING #2: With online mode disabled all players will have the default Steve and Alex skins. The only way to get around this would be to use a plugin to restore skins. You could use a plugin such as SkinsRestorer.
