Step 1: try to undo PCIE clamp with a screwdriver
Consistent with similar damage to various other boards found in online searches (the few with relevant info thanks to the atrocious state of all online search engines these days), it's busted. Maybe fixable, maybe not. Out of warranty too, not that it matters since the warranty excludes this situation. Replacement parts are on the way.
