Exchanging pets is the only way to get higher tiered pets in Black Desert Online. It's an easy process, but you will lose both parents when you breed them.
The higher level your pets are, the better the chance for a higher tiered pet, though I've read that level one, tier one pairs can result in tier threes, so there's still a lot of RNG involved.
If you want to level your pet, feeding it is how it gets experience. The best way to level it up is just to leave it out and feed it as it gets hungry. Each time you feed it, it will gain experience. Getting a pet from 1 to 10 does not take long, especially if you do a lot of AFK training, fishing, etcetera!
