To change the video quality and FPS of your live stream on PS5, follow these steps:

From the PS5 home screen, select the Settings icon in the top right corner.
Scroll down and select Captures and Broadcasts.
Select Broadcasts.
Choose the desired video quality from the options presented. Higher resolutions will provide better video quality, but require more bandwidth from your network.

Choose the desired FPS from the options presented. Higher FPS will provide smoother video, but also require more bandwidth from your network.
If you want to optimize your streaming quality further, you can also adjust the video quality for remote play. Tap the settings icon on the top right of the remote play app screen, select Video Quality for Remote Play, and set the resolution and frame rate to your desired values
