50% Bike Skill is required for Dirt Track.

Here are the details:
The video starts off as a saved game... Tenpenny and Pulaski had just thrown Carl into the alley in Jefferson; none of the Story Missions have been done yet...
The mission requires 50% Bike Skill... so I went to East Beach and got an NRG-500... I rode around until my Skill level reached 50%.

I also killed five drug dealers and got about $2,000 from each one... I then used that money to buy the Safe House in Verdant Bluffs (which is very close to Los Santos Airport). That's where the video starts.
