...No you don't need to for most games. There are some that will only see downsampling resolutions when you set them as desktop resolution.
Borderless Fullscreen only games you change desktop to 4K if you want 4K from 1080p.

... Rightclick the game.exe being used, click properties, with this properties popup, click the compatibility tab, and change HIGHDPI settings at the bottom to override mode set to Application specific, this might be needed on a game to game basis WHEN this issue occurs game to game.
SET YOUR DSR FILTERING % TO TASTE, HOWEVER... 4K fits in a 1080p frame perfectly so 0% filtering works great, scaling 2x2 downwards. if you use 1440p/1620p/1800p/1871p you may prefer 33-50% DSR Filtering in some games where the client window will NOT scale properly (depends game to game, rare enough), but filtering masks most of it in THOSE cases of weird game engine setups.
If you use DLDSR resolutions (1440p/1620p) the DSR filtering slider (left sharper, right smoother) is more sensitive and you may want more filtering (40-50%) in DLDSR modes as 20-30% can be oversharpened in games.
So now you have access to 4K, what can you do with it.?
Shadowplay will record at the new higher resolution in games should you set Shadowplay up that way... iE 4K or inGame REC options.
DLSS / FSR / XESS Upscaling in Games is a hoot, SET 4K inGame, DLSS-Performance (1080p Upscale to 4K) and behold, sharper than 1080p Baseline you had before in many games, but If you have the GPU horsepower, use Higher Resolutions or DLSS Quality options for even higher image quality. I frequently use 4K DLSS P or B (1080p/1200p) over standard 1080p without DLSS and some games 1080p TAA antialiasing is so dull/blurry I prefer 4K DLSS-P instead (1080p+)
ProTip maybe....Something I noticed as a MOVIE watcher using my PC. DLDSR 1620p used as a AI Detail Enhancer.
Set your Desktop to 1620p, set DSR Filtering to 50-60%, open a High Quality movie file/play it then move the DSR slider down sharper to 20% as a test..
Does your movie image/desktop/webpages all look sharper like they got the DLDSR AI Upscaling treatment at 1620p Desktop Res? It does for me... curious about your findings of seeing the DLDSR effect on screen. (Grainy movies fare worse, use less filtering, cleaner image movies are treated fair better)
