You will need the bow before you can find this. Return to the forest that was in the rain cut scene as you enter Taro's Tree area, you'll find a river you can cross by shooting a flower to find this hat. From the village as you enter the forest, this is an immediate left turn to find the spot. Alternatively, you can get here by following the river near Taro's Tree until it hits a giant waterfall drop. Climb the wall to the left and you'll see the flower open up.
