Inside the Goron Graveyard (where you got the Goron Mask) located at the top of the wall across the water in Mountain Village, pull the gravestone back to uncover a hot spring and bottle some of the water up. It will only stay hot for 1 minute in real time so you'll have to move fast.

Quickly continue into the area with Tingle and three islands. Use the Hot Spring Water to melt the chunk of ice found on the third island and then continue into the Goron Village. Head into the Goron Shrine by pressing A + B to Pound in front of the door. Once inside, go up to the crying baby and talk to him and he'll say he wants his dad.

The Goron Elder is always found frozen and inside a slightly larger than usual snowball, but his exact location is dependent on what day it is.
1st Day/Night: To the left of the island closest to the Goron Village.
2nd Day/Night: Between the first island and the slope that takes you back toward the Mountain village.
3rd Day/Night: In the Mountain Village, near the Owl Statue. His snowball is located right at the end of the frozen water leading into the unfrozen pond.

Once you find his exact location go get some Hot Spring Water, break the snowball, and pour the water on him. Talk to him twice and he'll, provided you spoke to his son, teach you the Lullaby Intro. Go play that for his son and his son will teach you the Goron Lullaby.
