This is how to get the Stone Mask in the original version of the game. In the 3DS version you get the Stone Mask in the Pirates' Fortress.

You can get the Stone Mask at anytime, but you need to have gotten Epona first (see how in the video linked below). You'll also need a Red Potion which you can buy in Clock Town at the Trading Post. Blue Potions work too, but they're more difficult to get.

Once you have both Epona and a Red Potion go to the Road to Ikana through East Termina and use Epona to jump over the two fences. After the 2nd fence you'll find a circle of small rocks to the right. Use the Lens of Truth here and you'll see a soldier named Shiro. When he asks if you have anything that can help him, hand him the Red Potion.
In return he'll give you the Stone Mask. When worn, this mask allows you to go unnoticed by most people and enemies.
