Check Gamertag and Privacy Settings:

Make sure you have the correct Gamertag of the person you want to add. Double-check for any typos or errors.
Ensure your privacy settings allow you to add friends. To check this, follow these steps:

Press the Xbox button to open the Guide.
Navigate to your profile picture and select "My profile."
Go to the "Privacy settings" option and ensure "You can communicate outside of Xbox Live with voice and text" is set to "Everyone" or at least to a less restrictive setting that allows friend requests.
Check Friend Request Settings:
