In this video, you will fix the issue about Eshop not available in your country or region.

This normally happens when the country you picked in creating your email doesnt have Eshop support, like for example: I'm located in the Philippines and we dont have Eshop here.

Cheapest country for games would be Mexico. I suggest creating a second account for that country or try to switch from country to country depending with the current Eshop sale.
