You can perform an unlimited XP glitch in Fallout New Vegas the moment you leave the Doc's house in Goodsprings. The glitch is performed by increasing either your barter or speech skill to 25. You would then speak to Joe and take out Ringo. Next, you can then speak to Chet inside the General Store in Goodsprings to get the unlimited XP.
