I managed getting Firefox 3.0 to work on Windows NT 5.0 build 1814 (and it's the earliest Windows NT 5.0 build that can run Firefox 3.0 properly with modifications), by replacing the USP10.DLL from (for an example, Windows 2000 Beta 3 Build 1964) by using Recovery Console either the Windows 2000 or XP's installation media. This will also work for Windows NT 5.0 build 1816.

Firefox 3.0 does not work on Windows versions prior to Windows NT 5.0 build 1814/1816.
