I managed getting VLC media player 2.2.8 to work on Windows NT 5.0 build 1796 (and it's the earliest Windows NT 5.0 build that can run VLC media player 2.2.8 with modifications) by replacing ws2_32.dll from a Whistler build (for an example, 2410.main.001208-1937), and adding psapi.dll from a Windows 2000 build (for an example, Windows 2000 Beta 3 Build 1964) by using Recovery Console either the Windows 2000 or XP's installation media.

VLC media player 2.2.8 does not work on Windows versions prior to Windows NT 5.0 build 1796.
