To complete this quest, you need to obtain one Fractured Spark of Omens. In order to get this, you can obtain one of these sparks after completing the weekly quest "The Call of the Worldsoul." Choose ONE of the four available quests to complete the task for the week. Do the Worldsoul: World Quests, and when you turn it in, you will get this spark.
If you got this quest before gaining a spark, it might not complete
when you get the spark. Just drop the quest and retake it and it should complete.
