How to record nvidia shield gameplay (GameStream only) after Oreo update with OBS

If you are one that has not been able to record Nvidia shield after the update this may be a solution for you. It will use OBS as the recorder. After more than a month of not being able to record Nvidia shield gameplay, I had to do something to get it to record. So when I found a way I went ahead and made this How to record Nvidia shield gameplay after o the oreo update. It is not a perfect solution but it is the most cost-effective.
It seems Nvidia has blocked the shadowplay from enabling when you have shield turned on and it really is a shot in the gut. If that was not bad enough it seems they also blocked recording apps from being installed, however, I will be looking into a way to install one in debugging mode, more on that later.
This seems to be the cheapest solution, the best option at this point would be to get a game capture card, which I am starting to think maybe Nvidia has some stock in the capture card companies and it is what they want you to do.
