STEAM ACCOUNT RECOVERY STEPS:
1. Steam, Support
2. Help, I can't sign in, My Steam account was stolen and I need help recovering it
3. Scroll right down to the bottom and click the link 'reset my password'
4. Enter your email address/phone number

IF THE HACKER HAS CHANGED EMAIL ADDRESS/PHONE NUMBER
5. Click the link 'I no longer have access to my Steam Guard Mobile Authenticator'
6. Click the link 'I no longer have access to this phone number'
7. Click the link 'I no longer have access to this email address'
8. Click the link 'I forgot my password'
9. Fill out the recovery form ticket.
