Many thanks to the watcher in my stream that pointed out that it's not a weapon cleaning kit that repairs the new DayZ Cross Bow, it's Epoxy Resin Putty!
Epoxy Resin can be found in Industrial Areas - factories, building sites, sheds, garages, lean-to's etc, which than can be used to repair the crossbow, which is found in "historical" sites - Castles & their ruins.
