You've asked and I deliver... a bunch of tips, that do a moderately good job outlining the basic philosophy behind shields in Dark Souls 3 PvP. Unsure of what use it is against an average arena player, but I hope it helps you to understand the game better.

Make sure to watch my Backstab Tutorial in order to understand what to do with people that walk with shield up and why they're terrible... and well, take a look at my 'How to Counter Shields in PvP' video to get the basic tools you might need when facing a shield user.

The TL:DW version would be, only block when necessary - if you're in the corner and you need a way out or you are facing a weapon that does practically no stamina damage. Block throwing knifes, fire surge and all that annoying chip damage shit so that you can alleviate the pressure and well, learn when shield can win you the match-up. Other than that everything else is a danger territory... if you are facing an experienced player that is... unless you're using GMS/MS or a greatshield - then it gets trivialized a bit.
