Ensure Wallpaper Engine is Installed: First, make sure you have Wallpaper Engine installed on your Windows 10 PC. If you don't have it, you can purchase and download it from the Steam store.

Choose a Wallpaper: Launch Wallpaper Engine from your Steam Library. Browse the available wallpapers, or you can subscribe to new ones from the Workshop tab.

Enable Multi-Monitor Support (Optional): If you have multiple monitors and want the wallpaper to show on the lock screen, make sure to enable multi-monitor support for the selected wallpaper. Right-click on the wallpaper and choose "Set as lock screen."

Apply the Wallpaper: Once you have chosen the wallpaper you want to use, click on it to apply it. The wallpaper will now be set as your desktop background.

Set Lock Screen: Unfortunately, as of my knowledge cutoff date in September 2021, Wallpaper Engine does not have a direct option to set the wallpaper as the lock screen. Windows 10 allows you to set the desktop wallpaper as the lock screen, but this feature is limited to static images and doesn't support animated wallpapers.

Please note that the ability to set animated wallpapers as the lock screen might be added in future updates of Windows 10 or Wallpaper Engine, so it's worth checking for updates and new features in both the operating system and the application.
