A quick video if you're unsure how to start the new DLC for GTA Online. As soon as you start your first session you'll see messages about the new vehicles that are available, but you need to wait a minute or two to get a phone call from Lamar (make sure you're outside).

Then you need to purchase an Agency $2m+ from the Dynasty8Executive web page using the internet on your in-game phone. After spending all that cash - can be over $5m if you customise it - an icon for your Agency will now appear on the map. Go there and you'll trigger the cut scene to meet Franklin and start the new DLC.
