The Rescue Operation Contract is all about having the right equipment. If you use an attack helicopter - the Sparrow is ideal - then all you need to do is hover nearby and start shooting to take out all the hitmen. The client himself is almost indestructible despite the health bar that shows, so you don't even have to worry about taking him out with friendly fire. Then all you need to do is outrun the chasing cars and buzzard helicopters - you don't even need to shoot at them if you're in a fast helicopter.
