If you're playing CS2 you want to uncap your FPS for improved input latency, but you may want to cap FPS for better streaming compatibility, heat or power reasons. This video shows you how to uncap your FPS in CS2 and cap your FPS in CS2

There is no difference in latency using the Nvidia control panel to cap your FPS. In-game is usually a better solution, but this is worth mentioning.
