The Flying Face IG filter is available by following Dvoshansky's (Двощанский) Instagram profile and unlocking the filter/game and his other filters, including future ones.

A simple step by step instruction and you can play this Flying Face IG filter on your phone in no time.

Keep in mind that as of the time of writing, Dvoshansky has 7 filters, might be more by the time you read it.
