Honestly while this whole thing has been a huge mess, it looks like a very happy ending, it looks like in the end Unity is better than if this had never happened.
TLDR: Not retroactive, fixed TOS, max 2.5%, self-report, no Splash screen, Free to $200k, no Internet req 30 days
