What's good having a lot of HP and ATK when:
1. 0 base DEF, means even CoB Brawlers can do a lot of damage to you (0 RES is a normal thing since most operators have 0 RES, and those who do are usually squishy to physical attacks)
2. Your attack speed is slow (Crusher Guards have 2.5 sec Atk interval)
3. There are a lot better DPS options or tanky blockers; heck even the Centurion Guard Estelle is just better than Quartz
4. DP cost isn't very cheap (For reference, Quartz has 22 DP cost at Elite 2)
5. Have a skill that makes you die even faster
No wonder Quartz and Wind Chimes got L ratio'd.
This is what happens when the developers have a weird sense about "balance" and refuse to buff operator archetypes to address issues. (At least without the help of fanbase rage, something that actually happened to Chain Casters that got buffed from useless into actually something surprisingly cool.
