DLSS can cause bottleneck in older CPUs.
1. With RTX ON you will essentially need to turn on DLSS. But at 1440p, DLSS Quality renders at 1080p and, DLSS performance renders at 720p(most probably). Thus those rendered 1080p or lower resolution frames cause GPU bottlenecks with CPUs like 7700k regardless AI upscaling and you'll notice high CPU usage but lower GPU usage. It will get worse if your display output is 1080p.
2. With RTX Off, you can turn off DLSS and may achieve 60FPS avg. at 1440p. So at native 1440p, CPUs like 7700k will not bottleneck the GPU and CPU usage will hover around 60% and GPU at 99%. However, if you turn on DLSS to get 20 more fps (and 80fps avg.), just like first case it will again render 1080p or lower frames and will start bottlenecking.
3. At 4k (even if you use DSR) using DLSS doesn't causes any bottleneck but you may need to use medium settings and RTX Off to get 60fps.
