Made this in under an hour. Rough draft. Would like to improve the edges with snow clumps that blend into snow terrain paint. This is more like a frozen river than it is an ice road.
I do know how to make ice chunks that float as a Mod. Would work the same way the raft floats. But one would need to make it look like broken ice shapes and have a similar texture to this. It would be possible to make part of a frozen lake break under weight also, but it would have to be pre-cracked and tied together at the vertices with beams. But the beams would be set to break very easily. I had made snow drift particles a while back but have since re-installed the game. Maybe tomorrow work on some again.
