Starting from World 1 Town, enter the Poopy Sewers. Move past the Poops and enter the Rats Nest. Now run down until you reach the Portal to The Office. In there, climb up the secret platform at the top right corner. Drop the Bolt Cutter in front of the sewer grate. Now click on the sewer pipe to enter Meel's Crypt. You have found the Boop spawning area! Before you kill any Boops, take the quest from the dancing skeleton Meel.
