Improve FPS by preventing TF2 to use core 0

TF2 only uses 3 cores from my experience and core 0 is one of TF2's default cores.
And windows likes to use core 0 a lot.
By unchecking core 0, you give TF2 a new core, that's not being used by windows that much.
You need a processor with 4 cores or more for it to work.
If you have multiple threads like 12 threads and 6 cores.
Uncheck 0 and 1
and try to give TF2 only CPU 2, 4, 6
or 6, 8 ,10
depending how many cores you have.
