For Windows 3.1 and DOS-Gaming, a 33 Mhz CPU was fine. (For Doom you better went with DX2 (66) or even DX4 (99 MHz). The UMC did not even have a floating-point unit but we don't really need one back then. The 486 introduced level-1 cache on die and therefore outperforms 386 CPUs at the same frequency.
