(the same PSK and TEXTURE were used for the sphere/spec map on both examples: new vs old [shader1.1* vs shader1])
so ut99 org has gone ahead and made themselves a "new ut99"
it's the same ut99, but with "meddling" done to it. and they've included some stuff that they never authored, along with it, like a dx11 dll, possibly some other tweaks from around the world. that said, they're playing around in the sand, whereas i own the whole fucking sandbox... see for yourselves. :D
