The party is too late to save the Water Seed. Though this doesn't appear to be the empire's doing, Luka tells Randi to search for the stolen Mana Seed in the Underground Palace near Gaia's Navel.

A small-time crime syndicate known as the Scorpion Army is behind the Water Seed's disappearance. Once they recover it, the party returns to the Water Palace as quickly as possible.

Geshstar, another of the imperial generals, breaks the seal on the Water Seed. If all eight seals are broken, the destructive Mana Fortress will be revived, endangering the planet. Luka and Gemma tell Randi to visit Cannon Travel for help.
