Bug with the tooltip here. If you Judo throw a frozen enemy, then the damage is applied to breaking the enemy out of the ice, and doesn't harm the target tile. This is consistent with other ways that shields and ice work; since no actual damage is done to the target unit, no damage is done to the tile.

The bug is just that the tooltip shows the thin ice breaking, as though damage were being done to it - but since the enemy is frozen, the ice does not break (which is correct). So, the game is correct, the tooltip is wrong.
