Rudra was a shaman in the Marut Clan with his younger brother Shiva serving as a hunter, but the clan was wiped out by a rival clan, the Rakshasas. The rival clan had the red crystals, which drove the Maruts insane while giving the Rakshasas power. Like Seth, he wants to investigate the red crystals that ruined his life.

On your way back to your room, Horus will call you over to speak, and you'll have to ask him about four topics.
The Vanguard chain of command is kind of messed up right now and that they need Seth back. General Chesterfield and Martia went back to Benedicta (Reikan), with the general retiring and Martia joining the Benedicta Knights. Maybe she's hoping she can secure Aiment a place in heaven. Horus also calls out Seth for leaving Martia behind despite their romance.
As for the tragedy, Horus reveals that Seth didn't actually pass out, but flew into berserker rage and fried the zombies with red lightning.
As for the two of them getting the same order from different people, it's because the red crystals can't be made public yet, so communication about it is iffy.
The pages that Horus removed from the library also have some annotations from Shylock about the Crimson Eclipse, which could be related to the red crystals and the barbarian attack in the past.
