Off we go with the Mayor's blessing to the dread and terrible Shwonk Fortress, home of the Sun and Moon stones we need to get to Hooktail's lair. It's such a terrifying place that no Petalburg citizen is allowed to set foot in here, despite the fact that everything can be conquered with a POW block, and the game helpfully provides two on the way for free if you know where to look.

Good think we're either a legendary hero or a gullible sucker!
