This Star Wars Jedi Survivor game guide video shows how to win the first duel with a Purge Trooper on Coruscant. They're a little more skilled than standard enemies, however they're not considered bosses.
Try to master dodging and parrying enemy attacks so you can easily start a counteroffensive of your own. You can also use Force to drain trooper's stamina quicker. Make sure to use evade whenever the Purge Trooper initiates an unblockable red attack.
